Suzanne F. Delbanco Ph.D.
Executive Director

Suzanne F. Delbanco is the executive director of Catalyst for Payment Reform. CPR is a non-profit organization working for coordinated action among the largest purchasers of health care and health plans to reform the way we pay for health care in the U.S. to improve quality and cost.

In addition to her duties at CPR, Suzanne is on the Advisory Committee to the Director of the Centers for Disease Control and Prevention (CDC) and the Coordinating Committee of the Measure Application Partnership for HHS. She just joined HFMA's Health Leadership Council and serves on the boards of Health Care Incentives Improvement Institute, the Anvita Health Advisory Council, the executive committee of the California Maternal Quality Care Collaborative, and participates in the Healthcare Executives Leadership Network.

Prior to CPR, Suzanne was President, Health Care Division at Arrowsight, Inc., a company using video to help hospitals measure the performance of health care workers and provide them with feedback while they are working to improve adherence to safety and quality protocols. From 2000-2007, Suzanne was the founding CEO of The Leapfrog Group. The Leapfrog Group uses the collective leverage of its large corporate and public members to initiate breakthrough improvements in the safety, quality, and affordability of health care for Americans.

Before joining Leapfrog, Suzanne was a senior manager at the Pacific Business Group on Health where she worked on the Quality Team. Prior to PBGH, Suzanne worked on reproductive health policy and the changing healthcare marketplace initiative at the Henry J. Kaiser Family Foundation. Suzanne holds a Ph.D. in Public Policy from the Goldman School of Public Policy and a M.P.H. from the School of Public Health at the University of California, Berkeley.


Andréa C. Dilweg
Program Director

Andréa C. Dilweg is the Program Director for Catalyst for Payment Reform.  Andréa comes to CPR with over 15 years of experience in the health care industry.  Prior to joining CPR, Andréa served as Vice-President, Enterprise and Health Services Policy for UnitedHealth Group, one of the nation’s largest health and well-being companies.  In that capacity, she worked on a range of health care policy issues at the state and federal levels.  From 2002-2005, Andréa was a member of PacifiCare’s Public Affairs team as the Director of State Government Relations for the Western Region.  Before joining PacifiCare, Andréa was with Humana serving as a Regional Legislative Manager.  A Wisconsin native, Andréa began her career in Madison, Wisconsin working for the State Senate and as a Legislative Liaison representing various issues before the state legislature, regulators and administration.  Andréa holds Bachelor of Arts degrees from Ripon College in Ripon, Wisconsin. 


Shaudi Bazzaz M.P.P., M.P.H.

Program Manager

Shaudi Bazzaz is Program Manager for Catalyst for Payment Reform.  Prior to CPR, Shaudi worked as a Community Relations Research Intern at San Francisco Health Plan (SFHP), a licensed community health plan that provides affordable health care coverage to over 60,000 low and moderate-income families. From 2005-2009, Shaudi worked at Lifelong Medical Center, a federally-funded health care center providing affordable care and supportive housing services to low-income families, serving as Program Coordinator and then as Grants and Special Project Manager for the Supportive Housing Program. Shaudi holds a M.P.P from the Goldman School of Public Policy and an M.P.H from the School of Public Health at University of California, Berkeley.
